Active labour market policy in Lower Silesia province

Abstract

The dissertation is an attempt to identify and analyze in itiatives implemented by District Employment Agencies in labour market policy. The subject of the dissertation was the active labour market policy seen through the prism of the operation of public employment services. The goal of the study was to evaluate effectiveness and economic efficiency of the most commonly used forms of professional activation in Lower Silesia. The dissertation presents the experience of various UE member countries in the area of active labour market policy and the characteristics of labour market policy in the Lower Silesia after 1999. The content of work consists of the introduction, four chapters, the conclusions and the attachments. The first chapter concerns the concepts of employment policy and labour market policy. The result of the study of labour markets in the EU member countries and Poland was presented. In chapter two the main subjects of discussion are institutional development bases, operation within competences of public employment services in the UE countries and Poland. The author has shown on the basis of surveys, how employment agencies are perceived by people and companies benefiting from their services, The third chapter presents the characteristics of labour market policy in the UE countries, Poland and Lower Silesia. The fourth chapter concerns the different forms of labour market policy used by District Employment Agencies. The similarities and differences between districts were searched. The effectivenes understood as a proportion of the unemployed, who started work after participation in the programme to the number of the unemployed who have completed the programme was examined. The efficiency expressed in the financial outlays needed to activate one unemployed person was evaluated.
