Stimulating entrepreneurship in the SME sector by the authorities of gminas in the Świętokrzyskie Voivodship

Abstract

Stimulating entrepreneurship is a necessity in the light of local economic development, because of the benefits it brings. Local governments should support the development of enterprise by all practical means. Although in the creation of conditions for business, gminas (basic local government level in Poland) have the same set of tools available, the difference may depend on the scale of its application and the financial and organizational commitment. This means the choice of the model of a local intervention and specific instruments. The main focus of research of the author are the instruments of stimulating new and existing small and medium enterprises. Background consideration is given to the role of SMES sector nationwide and for a local economy as well as barriers of its development. The primary objective of the research is evaluation of gminas activities in the creation of a good business climate and stimulation of the already existing business from the SMES sector in Świętokrzyskie Voivodship. In addition, the action of local government is analyzed according to its status and specific location on the map of the region, and their impact on the indicators showing the level of entrepreneurship. The research covers the period 2004-2010
