Strategic management of the educational system at the level of local government units

Abstract

Purpose of the work is to recommend usefulness of PEST, SWOT and stakeholder’s analyses in planning the short term forecasts and in building the development strategy of regional education, taking into account coordination of actions not only of the government organizations but the partners of formal educational system as well. The research problem is an answer for the following question: whether in a context of current organizational structure of the educational system in Poland there are possible changes of the strategic management of the sub-system at the level of micro-region enabling the realization of challenges and recommendations of Committee of the European Communities. Theoretical aim of the work is displaying the utility of the contingency theory and resource based view to determine optimal strategic behaviors in the education management within the local government units. In particular, an influence of the stakeholders on adaptation actions of the managers of educational institutions and on optimization of the structure of the educational system within the local government units and its correlations with state and use of available resources.
