Regional Operational Programme for the Lower Silesian Voivodship as a Source of Funding for Small and Medium Enterprises in 2007-2013

Abstract

The EU sees as its priority to create conditions enabling the development of the enterprises, mainly the ones that are small and medium. In 2007-2013 in order to support the regional entrepreneurship 16,56 billion Euros from the European Regional Development Fund were spent. The funds were channeled into 16 Regional Operational Programmes (ROP), whose tasks include transferring the funds to enterprises. The funds may be received based on the enterprises’ constant striving for increasing innovation, implementation of new technological solutions, starting cooperation with research and development organization as well as developing tourism. Despite large interest that entrepreneurs expressed in the ROP funds assigned for Lover Silesian Voivodship, there is a relatively small number of them that are intending to participate in the programme. There are many obstacles on the way of absorbing the funds by small and medium enterprises. However, judging by the size of the reimbursement, the whole idea may turn out to be economically beneficial for enterprises who decide to use the funds. Taking into consideration some doubts the potential beneficiaries of the ROPLS (Regional Operational Programmes for Lover Silesia) funds allocated for 2007-2013may express, it was grounded to launch research into the funding of small and medium investments carried out by enterprises from Lover Silesia.
