However, Nowadays the public institutions, almost in the local government sector, need people who are enterprising, fair, efficient and open to the environment. How the offices and officers are working today, many of us already know. However, in many cases, it is a stereotype that officials have to fight with. Modern offices deal with this stereotype, because a lot depends on their effectiveness and creativity. That consciousness must have the Marshals, Presidents and Mayors, as well as all employees in public institutions. The main objective of this work was therefore to identify the elements of entrepreneurship and the construction of a research model, mainly in the area of the activity of local government. Moreover, the goal of this dissertation was to identify these elements of the model that are necessary and do not exist in government institutions and could be successfully transferred from the business. The main "subject" was a person (their features) and the environment, especially the organization in which they are working, as well as the environment for doing this job. Based on the literature and the author's research, it should be clearly noted that entrepreneurship was not and is not a category that should concern only business organizations. Only professional orientation and the introduction of modern management and job standards can give expected results. Every officer or employee in public sector generally should be aware that the results of this work are often social, and can affect all of us.
