Service efficiency of Independent Public Health Care Facilities

Abstract

The thesis consists of theoretical and empirical parts both primarily elaborating on service efficiency. The first section of the thesis analyses allocative efficiency in Polish health care system. It was confirmed that economic efficiency should represent the most important assessment criterion regarding health care systems since it ultimately influences the effectiveness, i.e. the quality and quantity of health care services, having the given means and treatment technologies at the disposal. Moreover, different health care systems in the world have been researched and the relationships between their efficiency, efficacy, justice and equity have been investigated. The analysis of the efficiency formation in health care with the health care financing being the main factor determining service efficiency was also performed. It was demonstrated that soft financing is the source of Polish health care system inefficiency as it does not provide stimuli for service efficiency. The relationship between independent health care facilities and the founding organ are of political and legislative nature as their ultimate constituents are local communities. These relationships form the major source of Polish health care system inefficiency and generate minor budget limitations of health service providers thus not favorable, for efficacy actions
