Improve railway vehicle availability by scheduling under preventive maintenance policies

AbstractPreventive maintenances in railway are obligatory and cause temporary unavailability of vehicles (locomotives), which are economically inefficient. Thus, it is crucial to minimize the total maintenance possession time of locomotives, thereby to maximize their availability. For many types of locomotives, preventive maintenances of various levels are determined by time base and usage base policies. The maximum periods between succeeding maintenances of particular levels are determined by time based policies, but a high workload can shortened this period due to usage based policy, which dependents on mileage. Therefore, the main idea behind this paper is to minimize the total maintenance possession time of locomotives by optimizing the assignment of monthly transport services (jobs scheduling) taking into account preventive maintenance policies of locomotives. The preliminary work shows that our approach using simulated annealing in reference to a fixed assignment can improve availability of locomotives about 8-30%.
