Employee Development in organizations within European Social Fund in Poland in the perspective 2007-2013. Research findings
AbstractPurpose - The paper aims to examine the intervention of the European Social Fund (ESF) in Poland in organizations that benefited from the funding in the perspective 2007-2013 in the framework of Human Capital Operational Program. Design Methodology -The research methodology involved a series of computer assisted telephone interviews (CATI) with owners, managing directors and other staff in the sample of 100 public and private organizations that received EU funding for training interventions. Findings - The research revealed that ESF training interventions met the needs of the organizations whose main interest was improving qualifications of employees in the area of HR, foreign language knowledge and computer skills. However, the effectiveness of training and development was evaluated only based on the response of attendants and partially through the knowledge level check. There were also difficulties in the process of application for EU grants which included: too complicated application documents, excessive meticulousness of clerks and delays in payments during implementation of a project. Despite these obstacles, vast majority of organizations planned to apply again for a grant from the ESF. Research limitations/ implications - The research sample is relatively small; yet, it displays certain similarities with the Central Eastern European (CEE) countries with regard to employee development through ESF. Thus, there is a need to conduct comparative studies, focused specifically on employee development and HRD patterns in the CEE region within ESF as they are essential and necessary from both a national and international perspective. Originality /value - This is the first time the ESF intervention in Central Eastern Europe was reviewed from the perspective of the organization in one single research paper.
